Blue Water Chapter  5 year plan

Year 1  (2010)

Fund raise enough funds to construct a shelter over Tom Thumb.

Do an assessment of the condition and what other parts are needed to restore Tom Thumb to operation condition. From this information we could do a budget with a time frame. If a complete restoration is not possible than a cosmetic restoration will be undertaken.

Years 2 to 5  (2011 2015)

If restoring to operating condition then we need to seek and get onboard

 A. Craftsmen with the necessary skills and

 B. Local Educators (Schools) to have students be involved to learn new skills and experience under the supervision of experienced personnel

 C. Use the Locomotive and passenger cars for education of Operation Lifesaver Part of Train Safety

 D. Use the Locomotive and passenger cars to take information to the surrounding  communities about the role the railways played in the settlement and development of the area, including how the railways served the agricultural needs.

 E. Have the locomotive and rolling stock available to be transported to public events for the education of Operation Lifesaver and to get financial support for the continuing operation of Tom Thumb.

 F. Canvass the area for railway artifacts to enhance the overall display of railroading in the counties of Southwestern Ontario.


The Blue Water Chapter maintains and operates a steam locomotive as an educational tool and strives to educate the public about steam-era railway technology and its impact on the culture and economy of the Southern Ontario region by safely operating, restoring, preserving, exhibiting, and interpreting historic railway equipment.


Completed Work Plan

The Shelter is partly completed with the frame up and the roof on, Donated lumber for the siding is being canvassed for to complete the shelter.

A Motor Car Lorry has been donated to the Chapter and a platform for people to ride in has been built and  will be attached to the lorry.  Using one of SOLRS motor car to pull this unit the chapter hopes to raise fund by charge for rides at venues such as the Elmira Maple Sugar Festive.
